Recent bans on smoking in some California towns as well as Nevada towns (Las Vegas included) suggest people and legislaters are seeking to improve health situations. Some are requiring eateries and other public places to react if someone lights up. Even some communities with common areas are seeking the benefits of cleaner air.
Las Vegas recently set restrictions on smoking in places where food is served. There are fines and other consequences for not abiding by the laws.
Belmont CA is taking a similar approach banning smoking in many public or common spaces. They only face enforcement if their neighbors complain.
